Maybe Hrothmund didn't want a single leader, but a tribunal. Actually kinda fits into the Beowulf adaptation. Leaders have you retrieve a trinket, attract a monster, and are replaced by a new leader, after a few are killed or dissappear it's obvious that won't work, so they make a commune / tribunal.. W
