You cant compare Jiraiya to Kisame for two reasons. The first is that he has the sword that drains chakra, nullifying one of bee's strengths. This is a unique ability that isnt matched by anything jiraiya can do. Secondly, kisame has the giant water bubble attack that actively drains chakra and drowns the enemy.
